Scott Cuthbertson
Founder & Principal Strategist
Scott Cuthbertson is the architect of the Strategic Delivery Platform (SDP), a governance framework designed to eliminate "strategic drag" in the global data center and energy infrastructure sectors. With a career defined by sitting at the intersection of institutional capital, state policy, and hyperscale deployment, Scott provides the sovereign-level intelligence required to move multi-billion dollar assets from concept to commissioning.
Before founding Alpen Associates, Scott served as President and CEO of the Economic Development Corporation of Utah (EDCUtah). Under his leadership, he directed one of the nation’s top-performing regional economies, overseeing the largest capital investment projects in state history and delivering over $22 billion in capital investment across high-growth sectors. During his tenure, he specialized in the "Interface" between public authorities and global firms, establishing international offices to secure strategic foreign direct investment and high-density infrastructure.
Previously, as Chief Operating Officer for The Point, Scott led the institutional de-risking and fiscal architecture for a 700-acre, 16-million-square-foot smart city development. He was responsible for directing a $165M state appropriation and deploying complex public finance tools (PIDs and TIFs) to fund critical horizontal infrastructure, creating a globally recognized model for sustainable, transit-oriented innovation hubs.
Scott’s expertise in Deployment Governance was forged during 15 years in Big 4 management consulting at PwC and Booz Allen Hamilton. Based in Washington D.C., he advised Fortune 100 companies and institutional investors on the risk profiles and PMO structures of high-impact capital projects and first-of-a-kind hyperscale data scenter projects globally.
A recognized authority on infrastructure and urban growth, Scott served as a Commissioner on Utah Gov. Spencer Cox’s Unified Economic Opportunity Commission and as a national director on the Urban Land Institute’s Public Development and Infrastructure Council. He holds an undergraduate degree from BYU and master’s degrees from Georgetown University and the University of Oxford. Based in Salt Lake City, Scott is dedicated to professionalizing the delivery of the next generation of digital and energy infrastructure.
